Anil, corruption exists in developed countries too at higher level alone but in India exists at all levels. Administrators should address reasons first.

xavier, corruption did not start 60yrs before. It started after end of Nehru era. It gained momentum after emergency imposed by Indira Gandhi. Now it is progressing unabeted.
